Step-by-step instructions to set up TPA access for withholding in Michigan

1. TPA obtains or provides the POA / authorization form 

The client (employer) completes a Power of Attorney (POA) form for the Michigan Department of Treasury authorizing the TPA to act on their tax accounts (including withholding). 

The POA form is part of the Department of Treasury’s forms.  

2. Client uploads or submits POA to Michigan Treasury 

The signed POA is submitted (often via MTO or by mail, depending on the Treasury’s instructions) to assign the TPA as an authorized representative. 

Once the POA is processed, the TPA can be added as a representative in the business tax registration.  

3. TPA connects to the client’s business tax account 

In MTO, under SUW (Sales, Use & Withholding) Tax Service, the TPA (or payroll provider) must “Connect” or “Create a new Business Relationship” to the client’s tax account. 

For the initial connection, shared secret questions or client validation may be required to verify identity.  

4. File returns & payments under SUW / Withholding 

Once connected, the TPA can file withholding returns, pay tax liabilities, view account correspondence, send W-2 / income records, etc. 

Michigan supports multiple filing options: via SUW Tax Service, Fast File Guest, or Bulk E-File.  

5. Change or revoke access if needed 

The client can add, change, or remove representatives (including the TPA) through their registration settings in MTO under “Representatives – add/change/delete a Power of Attorney / PSP.”  

 

 

Michigan Unemployment

  1. Create or log into your MI Login for Business account with the Michigan Unemployment Agency. The agency has created a video tutorial covering how to link a TPA account.
  2. Select the Account Maintenance section in the left navigation menu.
  3. Select Maintain Third Party Administrator (TPA) Authorization.
  4. On this page, select New.
  5. Enter this TPA ID: 50006289 and select Next.
  6. For the TPA Services Begin Date, enter the start date of the quarter you began with Payroll Vault.
    1. Enter either January 1April 1July 1, or October 1.
    2. End dates are not required.
  7. Now select the boxes in the Add column next to each role for the TPA. Listed below are the roles required for Payroll Vault to file and pay your MI SUTA taxes:
    1. Edit Account Maintenance
    2. Edit Tax Payments Update and Submit
    3. Submit Employment and Wage Detail
    4. Edit Rate Notice and Voluntary Contribution
  8. Select Save. The website will then display a message saying "Roles saved successfully. TPA Linking complete."
