Third Party Administration (TPA) Access 

Massachusetts Unemployment Account

Log into or create an Unemployment Services for Employers account with the Massachusetts Department of Unemployment Assistance (DUA). This website requires users to set up 2-factor authentication. Note: The DUA has created a video tutorial on YouTube for how to link a TPA account. 

  1. Once logged in, you will be on the Summary page. From the top menu, select Additional Services
  2. Under the Access management panel, select Manage third-party administrator access
  3. Select Add third-party administrator in the upper-right corner. 
  4. Select Next
  5. In the Agent ID field, enter Payroll Vault Franchising Payroll LLC agent ID: 112657. 
  6. Select Next
  7. Select the checkbox next to Employer and set the Role to File wage reports and make payments
  8. Select No for the question "Do you want to grant this third-party administrator access to perform benefit charges protest or wage and separation mailing?" 
  9. Select Next
  10. Select Submit

  

PMFL Account Registration 

For Payroll Vault Franchising Payroll to file and pay this tax on your behalf, you must have a paid family and medical leave (PFML) account registered with the same federal employer identification number (FEIN) that is on your Payroll Vault Franchising Payroll account. If you are not registered with either of those numbers, Payroll Vault Franchising will not be able to file on your behalf. 
 
To register your MA PMFL account with your FEIN, please use the step-by-step instructions below or follow along with this video tutorial

  1. Log in to MassTaxConnect
  2. Select the More... tab and then the Add an Account, New Location, or New License link under the Access section to begin registration for a PFML account. 
  3. Select the box next to Paid Medical and family Leave and select Next
  4. Enter the date your account should start in the Enter the date of your first payroll field. If you use a DBA name and/or have a separate address for mailing, enter that information under the Account Mailing Address section. Answer if you estimate that more than 50% of your Massachusetts workforce for the remainder of the calendar year will be made up of individuals for whom you report the payment for services on IRS form 1099-MISC. Depending on your reply to these questions, additional questions may be populated. If you do not already have a Withholding account registration in process or processed, you will be asked to verify that you do not need a Withholding account by checking the provided box. 
  5. Select Next when finished. 
  6. If there is any information you would like to attach to the account request, you can do so. It is not required to submit this request. Select Submit when you are ready to process this request. 

You have now completed registering for a PMFL account. 
   

Massachusetts Withholding and Paid Family Leave 

Linking Payroll Vault Franchising as your third-party administrator will ensure we are able to complete deposits, quarterly filings, and amendments (if applicable) in a timely manner, for both withholding and paid family and medical leave (PFML) taxes. 
 
Authorize Payroll Vault Franchising Payroll as TPA with MassTaxConnect: 

  1. Register with the DOR's MassTaxConnect system for an employer account if you have not done so already. 
  2. Payroll Vault Franchising will request access to the account. 
  3. MassTaxConnect will request confirmation of our request from your end. Approve the request from MassTaxConnect to complete setup. 
  4. Select the More tab. 
  5. Select View Access Request from Third-Parties link in the Third-Party Access panel. 
  6. Select the Approve/Deny link for the request you would like.
